Why does SVG to JPEG need a background color?
JPEG doesn't support transparency. Any transparent areas in your SVG will be filled with the background color you choose (white by default).
What does the scale setting do?
SVGs are vector graphics with no fixed pixel size. The scale setting multiplies the SVG's intrinsic dimensions to produce a higher-resolution JPEG. For example, 2x on a 300×200 SVG creates a 600×400 JPEG.
